Do You Need a Licence to Ride an eFoil in Dubai? UAE Rules Explained (2026)
TL;DR: As of July 2026, the UAE has no licence category specifically for eFoils. Dubai's marine licensing system covers boats, jet skis and commercial craft — electric hydrofoil boards are not yet a named category. That does not mean anything goes: swim-zone rules, distance rules and safety expectations for powered craft still apply, and each emirate handles things differently. Is there an eFoil licence in Dubai?
Not a dedicated one. The Dubai Maritime Authority's marine driving licence service covers pleasure craft under 12 m, larger vessels and commercial categories — eFoils, jetboards and electric surfboards do not appear as a category. In practice, eFoils currently sit in a regulatory grey zone in Dubai: there is no licence to obtain, and also no published rulebook written specifically for them.
Rules evolve quickly in the UAE, so if you plan to ride regularly from public spots, it is worth confirming the current position with the Dubai Maritime Authority. We track this closely as the official Waydoo distributor here and brief every customer at delivery.
What the jet ski rules tell you
Jet skis are the closest regulated cousin, and Dubai regulates them properly: a personal marine driving licence (available from age 16, requiring certified training, medical fitness and a fee of AED 620, valid five years), and for private owners, registration of the craft itself with insurance and technical inspection on top. Rental customers do not need a personal licence — they ride under the operator's commercial licence.
None of this is formally required for an eFoil today. But it shows the direction of travel: powered watercraft in Dubai are managed seriously, and courtesy plus caution buys a lot of goodwill on the water.
Where you can and cannot ride
- Stay out of marked swimming zones. This is the rule that gets powered-craft riders fined in Dubai. Launch and ride well clear of the buoyed swimmer areas.
- Keep distance from people in the water. Abu Dhabi's official handbook uses 60 m from swimmers and 300 m from swimming-area boundaries — the safest template to follow anywhere in the UAE.
- Ride in daylight. Night riding on powered craft is not tolerated for jet skis in Dubai; treat the same as true for an eFoil.

Abu Dhabi: the clearest rulebook
Abu Dhabi Maritime publishes an official Personal Watercraft handbook: PWC must be registered and display their number, operators must be licensed, the minimum age is 14 (14–18 only alongside a licensed adult), an approved lifejacket is mandatory, and riders must keep 60 m from people in the water and 300 m from swimming-area boundaries. eFoils are, again, not named — but if you ride in Abu Dhabi, following the PWC distances and lifejacket rule is the sensible reading.
Ras Al Khaimah
RAK requires jet skis to be licensed, sets a minimum age of 14, requires life jackets and keeps riders 180 m from shore, with fines and impoundment for reckless riding. RAK is one of the UAE's best foiling playgrounds — ride it respectfully.

- Never ride inside or near marked swim zones — launch from watersports areas or quiet beaches.
- Wear an impact vest or lifejacket, and use the kill-switch leash your board came with.
- Keep at least 60 m from anyone in the water — more when in doubt.
- Ride daylight hours; in summer, dawn sessions beat the heat and the crowds.
- Tell someone where you are riding, or better, ride with a buddy.
